3-day special event permit

I got the following respond from the Louisiana ATC regarding homebrew event conducted at liquer licensed retailers:

The special event application is available on our website at http://www.atc.la.gov. Complete the application and on the top of the application write "for homebrew event conducted in accordance with R.S. 26:793(A)(5)." I apologize for the inconvenience, but we have not had many of these so a special application has not yet been created.

The special event permit at http://atc.la.gov/alcohol.cfm should be submitted and submitter should write at the top of the application "for homebrew event conducted in accordance with R.S. 26:793(A)(5)." There is no fee for this permit. Was successful with getting a permit for the Bluesberry Festival

My understanding is that this permit is only for the licensed on-premise retailer. Home brewers are not required to submit applications. It is just to protect liquor license holders.
Never trust a skinny chef, a sober brewer, or a cat with thumbs!

Correct who ever holds the liquor license will need to fill it out.
